- And other items
In accordance with state law, the third time students register for a developmental education class or for a college-credit class, they will be assessed the full instructional cost.

Excess Credit Hour Surcharge
If you take more courses than your bachelor’s degree requires, you may be subject to an excess hour surcharge that doubles your tuition.
Florida state law (Fla. Stat. Section 1009.286) defines “excess hours” as credit hours beyond 120 percent of the credit hours required for a bachelor’s degree.
For example, if the length of your program is 120 credit hours, you may be subject to an excess hour surcharge for any credits attempted beyond 144 credit hours (120% × 120). `The surcharge is 100 percent of the tuition rate for each credit hour over 120 percent. So for a 120-credit program, any credits beyond 144 cost twice as much.
Course withdrawals, course repeats and enrollment in courses not a part of your major all count toward the excess credit hour surcharge.
If you’re planning on earning a bachelor’s degree, make every effort to enroll in and successfully complete the courses required for your intended major on your first attempt.
If you’re planning on transferring to a state university, decide on your major or transfer program early. Then make sure your courses at Indian River State College meet the admission requirements for your next program, including prerequisites. To make sure you are only enrolling in the courses needed for your program—and avoid the excess credit hour surcharge—schedule an appointment with your advisor to create an Academic Plan/Guided Pathway.
