OUT-OF-STATE TUITION WAIVERS
An out-of-state tuition waiver can dramatically reduce your costs if you are an eligible veteran, Florida high school graduate or international student.
If you don’t meet the requirements for Florida Residency, there are a few circumstances where you might qualify for an out-of-state tuition waiver. This waiver reduces your tuition and fees to in-state levels.

Veteran Tuition Waivers
If you are an honorably discharged veteran who
- Served in the United States Armed Forces, United States Reserve Forces or National Guard
- Will physically reside in Florida while enrolled at Indian River State College
You may qualify for an out-of-state tuition waiver through the C. W. Bill 1365 Young Veteran Tuition Waiver program. You will need to provide your DD-214 and one legal tie to the state of Florida from this list (Fla. Stat. 1009.21(3)(c)1):
- A Florida voter’s registration card.
- A Florida driver license.
- A State of Florida identification card.
- A Florida vehicle registration.
- Proof of a permanent home in Florida which is occupied as a primary residence by the individual or by the individual’s parent if the individual is a dependent child.
- Proof of a homestead exemption in Florida.
- Transcripts from a Florida high school for multiple years if the Florida high school diploma or high school equivalency diploma was earned within the last 12 months.
- Proof of permanent full-time employment in Florida for at least 30 hours per week for a 12-month period.
Florida High School Enrollment and Completion Waivers
If you attended high school in Florida, you may qualify for an out-of-state fee waiver. To qualify, you need to meet these requirements as mandated by Florida state law (Fla. Stat. 1009.26(12)(a)):
- Attended a Florida secondary school for three consecutive years immediately before graduating from high school
- Applied for enrollment within 24 months after Florida high school graduation
- Submitted an official Florida high school transcript as evidence of attendance and graduation
If you are undocumented for federal immigration purposes and meet these requirements, you can apply for this waiver.
The waiver applies to 110 percent of the number of required credit hours of the degree, certificate or PSAV program you are in. If you receive an out-of-state tuition waiver, you are not eligible for any state financial aid.
DACA (Deferred Action for Childhood Arrivals)
If you qualify for DACA, you can apply for an out-of-state tuition waiver if you meet the following requirements:
- Attended a Florida high school for the last three consecutive years, immediately prior to graduation.
- Submit an application for admission to Indian River State College within 24 months of high school graduation.
- Submit your official high school transcript to Indian River State College.
To Apply for the Waiver
Before the first day of classes, for each semester you are applying for the waiver, you must complete the Out-of-State Exemption Form with all applicable information.
You can get this form from your academic advisor or the Student Records Department office. Check the Indian River State College calendar to determine the first day of classes for upcoming semesters.
Keep in Mind
This out-of-state tuition waiver does not classify you as a Florida resident for tuition purposes. If you receive this waiver, you will be classified as a non-resident of Florida for tuition purposes.

DACA (Acción Diferida para los Llegados en la Infancia)
Un estudiante que cualifica para DACA (Acción Diferida para los Llegados en la Infancia) puede solicitar una exención en cual la porción de matrícula fuera de estado es eliminada de su matrícula. Una “Exención de Matricula fuera de Estado” por selectos graduados de escuela secundaria de la Florida se hizo efectivo para ciertos estudiantes elegibles que no califican como residentes de la Florida para los propósitos de matrícula. Para ser elegible para esta exención, el estudiante debe cumplir con los siguientes requisitos:
Requisitos de Elegibilidad
- Asistió una escuela secundaria de la Florida en cual estuvo durante los últimos tres años consecutivos, inmediatamente antes de graduación.
- Presentar una aplicación de admisión a Indian River State College dentro de 24 meses de graduación de la escuela secundaria.
- Presentar su transcripción oficial de estudios secundarios a Indian River State College.
Para solicitar la Exención
Debe llenar el Formulario de Exención fuera de Estado por completo con toda la información correspondiente antes del primer día de clases para cada semestre en cual solicita la exención. Puede conseguir el Formulario de Exención de su consejero académico o la oficina de Departmento de registros estudiantiles. Tenga en Cuenta
Esta exención de matrícula fuera de Estado no constituye clasificación como residente de la Florida para los propósitos de matrícula. Los estudiantes que reciben esta exención se clasifican como no residentes en la Florida para propósitos de matrícula.

Florida Linkage Institutes Out-of-State Tuition Exemption
If you are an international student and a citizen of any of these countries or regions:
- Brazil
- Canada
- The Caribbean
- People’s Republic of China
- Costa Rica
- Eastern Europe
- France
- Israel
- Japan
- Mexico
- West Africa
You may be eligible for an out-of-state tuition waiver through a Linkage Institute. Linkage Institutes were created by the Florida Legislature to assist in the development of stronger economic and social ties between Florida and strategic foreign countries.
Student who receive an out-of-state tuition waiver through a Linkage Institute are required to return home after graduation.
To apply for the out-of-state tuition exemption, contact the Linkage Institute director for your country of origin. Each institute sets its own rules for selecting students. Search “Florida linkage institutes” online and contact the Linkage Institute director for your country of origin.
