VA Education Benefits
Veterans, active-duty service members and others affiliated with the military are eligible for educational benefits through the U.S. Department of Veterans Affairs.

The amount of benefit you receive is often determined by the number of classes you are enrolled in. Review the current VA education benefit rates.
For timely processing of VA payments, be sure to:
- Notify the IRSC Military & Veterans Services Department of your semester enrollment via email at veterans-info@irsc.edu. Include your Student ID number in the email.
- Allow enough time for processing. Chapter 30, 33, and 1606 require 30-45 days for continuing certification and 60-90 days for new applications. Chapter 35 requires 30-40 days for continuing certifications plus 7-14 business days to process and mail a check. New application requires 90-120 days for processing.
- Ensure your school account does not show money owed due to withdrawal or dropping a class.

After students have been certified for VA Education Benefits, they must verify monthly enrollment (selected chapters) to continue those benefits. Note recent changes (as of December 18, 2021), outlined below.
Chapter 33—NEW REQUIREMENT
On January 4, 2021, Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (P.L. 116-315) was signed into law. Section 1010 of this law amends section 3313 of title 38 United States Code (U.S.C.) by adding a new subsection (I) on Verification of Enrollment. This subsection added a new requirement for Chapter 33 beneficiaries. In order to continue receiving their monthly housing allowance (MHA) and/or kicker payments, Chapter 33 beneficiaries at Non-College Degree (NCD) facilities began verifying their enrollment status each month for enrollment periods that began on or after August 1, 2021.
Effective December 18, 2021, the requirement for Chapter 33 beneficiaries to verify their enrollment information will be expanded to include students who attend Institutions of Higher Learning (IHL) facilities. This expansion includes those taking IHL programs and NCD programs at an IHL school. The requirements to verify is effective for all terms that begin on or after December 17, 2021.
As of December 18, both NCD and IHL facility students will be able to verify their enrollment status in one of three ways:
Via Text Message
- Opt in: Students with a U.S. mobile phone number can use text messages as a simple, quick option for verifying monthly enrollment. As your enrollment approaches, you will receive the following opt-in text: “Post-9/11 GI Bill® housing and kicker payments now require monthly enrollment verification. Would you like to submit yours via text? Reply YES or NO.” Reply “YES” to opt in. The text message link will expire 14 days after receipt, so respond within that time frame.
- Verify: After opting in, you can verify your enrollment every month simply by responding to the following text message from VA: “Did you remain enrolled in your courses in MONTH YYYY as certified? Reply YES or NO. If you have dropped all your courses, you must reply NO.” Reply “YES” to verify enrollment for the previous month.
Enrollment verification via text message is safe and secure. VA will never ask for your personal information, such as social security number or bank account information, via text.
VA strongly recommends text message verification for verifying your enrollment.
Via Email
Coming soon: For all NCD students and IHL students with enrollments after December 17, 2021, the option to verify enrollment via email will also be available. Additional details forthcoming.
Via Telephone
If you are unable to verify via text or email, you will need to contact the Education Call Center (ECC) at 1-888-GIBILL-1 (1-888-442-4551) and ask a representative to verify your enrollment.
NOTE: ECC wait times may be high due to the number of students verifying enrollment each month.
If you’re not sure if VA has your phone number and/or email on file, you can also contact the ECC to update your contact information and ensure you can verify via text or email.
Chapters 30 and 1606
Students who are attending an Institution of Higher Learning (IHL) or Non-College Degree (NCD) program and who are receiving Montgomery GI Bill® —Active-Duty or Montgomery GI Bill®—Selected Reserve must also verify attendance every month before payment is issued.

Steps to Apply for VA Education Benefits
Step 1: Determine Your Benefits
The U.S. Department of Veterans Affairs administers a variety of educational benefit programs. Many Veterans and active duty personnel can qualify for more than one program, and there are also programs for qualified dependents.

Step 2: File Your Application
The best way to apply for your education benefits is online at Vets.gov.
You can also apply for education benefits by doing any of the following options:
- Visit your nearest VA regional benefit office to apply in person.
- Consult with the Military & Veterans Department at Indian River State College if assistance is needed.
- Call 1-888-GI BILL-1 (888-442-4551) to have the application mailed to you.

VA Veteran Readiness & Employment (VR&E)
To submit a paper application, download and complete a VA Form 28-1900 linked above and mail it to your local regional benefit office or visit one and submit in person. A VA VR&E counselor will determine if you meet the eligibility criteria. Visit the VA VR&E website for more information.
Step 3: Demonstrate Eligibility
Submit your VA Certificate of Eligibility (COE) letter and a copy of your DD214 to the IRSC Military & Veterans Services Department.
Step 4: Military Veteran Student Orientation
Register and attend an orientation.
Step 5: Submit the Memorandum of Understanding
Once you have completed the VA Orientation, print out the Memorandum of Understanding and submit it to the IRSC Veterans Affairs office.
Step 6: Register for Classes
You can visit ANY campus and advisor to get registered if you do not wish to do it online however, there is dedicated Military and Veterans Services staff located at the Massey Campus and in the Center of Excellence for Veteran Student Success located at the Pruitt Campus! To quickly sign-in to qless at those locations or to request contact visit the MVS LinkTree and select the corresponding button for you! Contact an MVS staff member once registered to be certified!
Military Tuition Assistance
Military Tuition Assistance, or TA, is a benefit paid to eligible members of the Army, Navy, Marines, Air Force, and Coast Guard.How Are Benefits Paid?
Military Tuition Assistance may pay up to 100 percent of tuition expenses. The amount cannot exceed $250 per semester credit hour or $166 per quarter credit hour up to $4,500 per federal fiscal year (October 1 – September 30).
How do I receive Tuition Assistance?
Please reach out to your Education Service Officer (ESO) or a Navy Virtual Education Center (VEC) counselor to find out how to get started if you wish to use Tuition Assistance (TA).
Pursuant to the Veterans Benefits and Transition Act of 2018, section 3679 of title 38, United States Code, effective August 1, 2019 Indian River State College will not impose any penalty, including the assessment of late fees, the denial of access to classes, libraries, or other institutional facilities, or the requirement that a covered individual borrow additional funds, on any covered individual because of the individual’s inability to meet his or her financial obligations to the institution, when the delay is due to the delayed disbursement funding from VA under Chapter 31 or 33.

My Career Advancement Account Scholarship
The My Career Advancement Account Scholarship (MyCAA) provides a maximum tuition benefit of $4,000 with an annual fiscal year cap of $2,000 to eligible spouses of service members.
