Promise Program
Is IRSC really free for high school graduates?
The Promise Program covers in-state tuition for two years for eligible local graduates.
What does the Promise Program cover—and what doesn’t it cover?
Covers in-state tuition; does not cover some costs like lab fees, books, supplies.
Is there an income limit for Promise?
There are currently no income limits.
Which counties/schools are eligible?
Indian River, Martin, St. Lucie, and Okeechobee counties.
Does Promise cover bachelor’s degrees?
No, bachelor’s degrees are not covered by Promise.
Does Promise require full-time enrollment (12 credits)?
Yes, Promise students must register for at least 12 credits.
What happens if I drop a class or fail a class—do I lose Promise?
- As long as students maintain the minimum cumulative GPA requirement and minimum completion rate requirement as outlined in the Indian River State College Financial Aid Satisfactory Academic Progress policy, students will remain eligible for Promise Funding.
- Promise students whose cumulative GPA and/or cumulative completion rate fall below the standards of SAP will be placed on one term of warning for the following term.
- Promise students that do not meet both the required cumulative GPA and cumulative completion rate at the end of their “warning” term will no longer be eligible for Promise funding.
Is Promise “last-dollar funding”?
Yes. Last dollar means the Promise will cover any tuition costs after financial aid and scholarships have been applied.
Do dual enrollment students qualify for Promise?
Yes. Any student that is a 2026 graduate from an in-district public or public charter high school or an eligible 2026 in-district homeschool graduate, regardless of incoming credit, can pledge to the Indian River State College Promise program. If you complete an AA during high school as a Dual Enrollment student, you could qualify for the Promise program to complete an A.S. Degree.
Can homeschool/private school graduates qualify?
In-district 2026 homeschool students need to provide an Indian River State College Homeschool Affidavit Form + School District Letter acknowledging the establishment or termination of their home education program.

Can I use Bright Futures AND Promise?
Bright Futures Scholarships will be applied first and Promise will cover the remaining tuition balance.
Does Promise cover summer classes?
You may take classes in the summer term directly after your senior year; however, Promise Program funding will not begin until the Fall term. If you need financial aid for summer tuition, meet with a Financial Aid Team Member to discuss your options.

Is there an application fee?
Yes, A $20 application fee will apply to most Indian River State College programs, including:
- Associate in Arts (A.A.)
- Associate in Science (A.S.)
- Career Training
- Associate Level Professional Development / Non-Degree
- Technical Certificates
- Adult Education (ESL & GED)
A $30 application fee for Selective Admissions programs.
A $30 application fee for Bachelor’s degree programs.
A $60 application fee for the A.S. Degree – Nursing program.
Some programs may have additional application fees.
Is IRSC “open admissions” / what’s the acceptance rate?
The College is open-access, meaning anyone who has earned a high school diploma or equivalency will be admitted. Some selective admission programs are subject to special admission requirements and dates.
Do I need SAT/ACT scores?
You may submit SAT, ACT, or P.E.R.T. placement scores. Placement scores expire after two years from the testing date.
Florida Statutes (Senate Bill 1720) exempt certain students from placement testing. Students who entered 9th grade in a Florida public school in the 2003-2004 school year or after and earned a Florida standard high school diploma, or students who are serving as active-duty members of any branch of the United States armed services, are no longer required – but are strongly encouraged – to complete mandatory placement testing to ensure success. Students must provide official high school transcripts or documentation of military status to be exempt from placement testing.
Testing & Placement (PERT/FCLE/HESI)
What is the PERT test and do I need it?
The P.E.R.T. is used to determine initial course placement and provides information about your reading comprehension, writing, and mathematics skill levels. Required placement scores and exemptions to placement testing are listed on https://irsc.edu/admissions/pert-test.html and outlined in Section 1008.30, Florida Statues.
Can I take the PERT online?
The P.E.R.T. is not offered online until further notice.
How much does the PERT cost?
Students will not have to pay for their first P.E.R.T. testing session with IRSC. The sitting fee for each additional P.E.R.T. testing session is $20.
What is the FCLE and who must take it?
The FCLE is used to assess a student’s civic literacy competency. Click here to determine FCLE requirements.

What is the HESI A2 and who needs it?
The HESI A2 Admissions Assessment Exam is a computer-based test used by the Indian River State College School of Nursing to assess the academic ability of prospective nursing students.
How competitive is Nursing admission and what are the requirements?
Admission to the ADN/RN program is based on calculated points. Points are determined using the table on page 13. Scores from the HESI A2 Entrance Exam are converted to a whole number when factored in points (e.g., 80% = 80 pts). No points are awarded for “S” grades.
Applicants who achieve a minimum score of 80 points in the Cumulative Composite, Anatomy & Physiology, and Basic Math sections on the HESI A2 will receive a seat first. Remaining applicants are selected based on the highest total points calculated until all available seats are filled. Click here for the full application booklet.

Can I complete my program online?

You can use The River Line to meet with Admissions, Academic Advising, Financial Aid, Veterans Services, Career and Transfer Services, or Student Records.
What accommodations are available for disabilities?

Where do I pay my bill/set up a payment plan?
You can use River Portal to pay bills and/or set up a payment plan.
How do I reset my password (Okta/Single Sign-On)?
Self-service password reset can be performed by clicking the “Need help signing in?” link and then clicking the “Forgot password?” link.

Digital River Card
I am not having success adding my River Card to my device. Who can help me?

How do I change or recover my school login password?

Do I still need my physical River Card?
We recommend you retain your physical River Card in a secure location as a back-up should you lose a device.
Can I still use my physical River Card once I have created my Mobile ID?
Yes, your physical River Card will continue to function after you have added your digital River Card to your device. Remember, the Mobile ID is a privilege and benefit of being part of the IRSC community. Anyone found to be misusing their physical card or Mobile ID will be subject to the applicable Code of Conduct or HR policies regarding fraud and/or misconduct.
I already have the Transact eAccounts mobile app installed. Do I need to update?
Yes, you will need to install the updated version of the TransacteAccounts mobile app.
How do I update the Transact eAccounts mobile app?
On your device, visit the App Store or Google Play Store and search for TransacteAccounts. The store will prompt you to install any required updates.
Why is my balance different on my device than in Transact eAccounts?
Confirm your device is not in Airplane Mode or experiencing any other service interruption. Updates cannot be made when there is no connecting service to sync data between Transact eAccounts and your device. The Transact eAccounts app will display the most current information.

How do I update information on my River Card?
Name information on the River Card comes to us from the College’s core business systems and needs to be updated there. Students should contact the Registrar’s Office. Faculty and staff should contact HR to request updates. Once changes are completed, the updates will sync to the River Card on your phone within 48 hours.
Why are my account balance(s) not displayed?
- Account balances are currently only displayed on Apple & Samsung Galaxy devices.
- If your account balances are $0, they will not display until funds are added.
- If you have available funds that are not displayed, please contact Auxiliary Services at auxservices@irsc.edu.
Why do I have a negative balance on my River Card?
A negative balance can occur if you make a transaction when a retail device is offline. When the device comes back online and the transaction is posted, you will see a negative balance if there are not enough funds in your account to cover the transaction.
I used my credit card at a participating retail location when I meant to use my River Card. What can I do to correct my payment source?
Return to the location of the sale and ask the store to issue a credit card refund, then process the transaction against your River Card.
I am graduating or leaving the College. What happens to my Mobile ID?
As with your physical River Card, your Mobile ID will become inactive when you no longer meet eligibility requirements. If you transfer to another participating program or department at Indian River State College, your credential will stay active and update accordingly.
Securing Your Account
What should I do if I lose my card or device, or if I believe there has been fraudulent use of my credential?
- During regular business hours, contact the Student ID Card Office at studentlife@irsc.edu to notify us to deactivate the River Card. Be sure to specify whether the physical card, watch, and/or phone version of the card should be deactivated. Any device not specified to be suspended will remain active.
- If applicable, identify the fraudulent activity and contact the River Card Office (Email: studentlife@irsc.edu) and report the suspected fraud. If door access is involved, e-mail: campussafety@irsc.edu.
- In the Transact eAccounts app:
- Click the settings gear in the upper right corner.
- Select the Card Management option.
- Choose the credential you want to deactivate and toggle it off.
- You will receive a confirmation email. Only the selected card will be deactivated. All other credentials will remain active.
- In the Transact eAccounts web version:
- Select Card Services
- Select Deactivate Card
- Select the credential to deactivate and click on “Deactivate Card”
- You will receive a confirmation email. Only the selected card will be deactivated. All other credentials will remain active.

How do I reactivate my credential if I find my lost device?
To reactivate a found device that was suspended, perform the following steps:

- Select the Card Management option.
- Choose the credential you want to reactivate and toggle it on.
- You will receive a confirmation email. Only the selected card will be reactivated.
In the Transact eAccounts Web Version:
- Select Card Services
- Select Activate Card
- Select the credential to reactivate
- You will receive a confirmation email. Only the selected card will be reactivated.
